Statement by H.E. Mr. Feridun H. Sinirlioğlu Permanent Representative of the Republic of Türkiye at the Eleventh Emergency Special Session of the General Assembly [As Delivered]

Mr. President,
We thank you for convening yet another historic emergency special session of the General Assembly.
A session that was called because of a war that must cease immediately.
A session that was called because the Security Council failed once again to fulfil its primary
responsibility.
Mr. President,
While the whole world is calling for an end to the war, we woke up once again to shocking news this morning.
The attacks by Russia against several cities of Ukraine that resulted in civilian casualties today, are deeply worrying and unacceptable.
In the face of these news, we reiterate once again our strong support to Ukraine’s territorial integrity, independence and sovereignty.
Mr. President,
We also unequivocally reject the illegitimate referenda.
Russia’s decision to annex the Donetsk, Luhansk, Kherson and Zaporizhzhia regions of Ukraine is illegal.
It constitutes a grave violation of international law. It cannot be accepted.
It has been eight years since the illegal annexation of Crimea.
Since 2014, the human rights situation in the Crimean peninsula has severely deteriorated. In particular, the human rights of the Crimean Tatars have been systematically targeted.
The annexation of Crimea led to nothing but further damage, escalation and instability in the
region.
It is not going to be different this time.
The decision to annex Ukrainian territory will only serve to further jeopardize the prospects for
peace.
We call upon the Russian Federation to reverse its decision and return to diplomacy.
Mr. President,
We all need the international law, and global order based on rules.
It is our duty as member states to defend legality.
It is our obligation to ensure that conflicts are resolved through peaceful means.
We must collectively ensure that the founding principles of the UN, enshrined in its Charter, are upheld. This is the only way to save ourselves from the scourge of war.
With this understanding, Türkiye sponsored the draft resolution that will be put to vote this week.
Mr. President,
Let me make it clear once again: We do not need, nor do we want war in our region.
This war should not have started. It should stop now.
It should be brought to an end through negotiations.
Together with the UNSG we helped the parties to reach a common understanding on the grain corridor initiative.
We can do more.
As a neighbor to both parties, we call on them once again and reiterate our readiness to
support and facilitate a peace process to end this war.
